This tender is for a contract to develop a place narrative for the Humber, which will be used to promote the region's identity, strengths and opportunities to regional, national and international audiences.

This tender comes with two individual lots and responses from agencies, consultants or consortia are welcomed for both or individual lots. 

We are a place redefining itself with renewed confidence and ambition and this needs to be reflected in a new Humber Narrative. 

Budget

We are looking to work with the right partner(s) in the most cost-effective way possible. This is an open tender, however, preference will be given to current Bondholder members if all scored criteria are equivalent.

Questions and Answers

Q - Is it possible for responses to clarification questions to be sent out earlier than the 20th November as the response is due on the 24th and it doesn’t allow much time to factor in your reply which may change the approach we’re suggesting? 

We will change the question response date from 20th November to 10th November. And will ask all questions to be submitted by 8th November 2023.

Q - Can we know the budget or budget area please as that’s also really important in what we propose? 

Q - Do you have an indicative/maximum budget range for Lot 1 and 2 please? 

In terms of an indicative budget range. We are suggesting £30-40k for lot 1 and £10-30k for lot 2 (phased).   

Q - We would like a sense of how many organisations will be submitting a tender. No doubt you’re still finding that out. So, knowing how many partners you invited to take part would help? 

The tender has been promoted across our comms and in the public domain. We have reached out for expressions of interest to 3 businesses (lot 1) and 6 businesses (lot 2) including yourselves. That’s not to say some will and can of course apply to tender for both lots. Others may come forward given its promotion across our comms. 

Q - Are full CVs required for the key team members that we will propose? 

Full CVs are not required, we would suggest providing; name, job title, a short para summary of expertise and the role they would play in delivery of the tender. 

Q - What are your expectations on the scale and amount of engagement that is to be undertaken especially with local people? 

We will be guided by the Lot 1 tender submission recommendations. We would expect wide engagement across all sectors and communities, ensuring that many perspectives and opinions are included in the development of the place narrative. This would include some external audiences, but we feel the majority would be local. 

Q - We assume we will have access to the Bondholder network for engagement - is this correct?

Yes, we have a Bondholder network of c.200 businesses and have a key stakeholder list of over 100 contacts for this specific project. 

Q - Who has been commissioned for photography? What is their brief? i.e. style/direction of photography

We use various local photographers and already have in place an extensive portfolio of high quality, professional photography. Here is a link to our image library which is available for our Bondholders to use https://www.futurehumber.com/marketing/image-library/ 

The brief will vary according to the message, audience and potentially, sector.

Q - The tender states that the delivery of the assets ‘may be implemented in a phased approach’. 

  • What does this mean? 
  • Are all assets to be delivered by 30th April? 
  • If not, what is the expectation? 

A ‘phased approach’ relates to any recommended assets that could be delivered after the above launch date. We envisage the project to have longevity – we would hope to be promoting and building on the assets for the narrative for many years to come.   

The Humber Narrative (Lot 1) is to be delivered by 30th April; however we are very aware that although some of the launch assets can be developed in parallel during this phase, many may be created between April 30th and the launch date of June 3rd  

Due to the phased approach, some may also be delivered after this date of June 3rd as we continue the roll-out and engagement of our various audiences. 

Q - The tender states to develop a creative plan for launch and sustained engagement of key audiences, for example storybook, film, social media campaign etc. - are you set on these or open to other asset suggestions? And what is the strategy behind needing these specifically i.e. the storybook in particular?

We are very open to other suggestions; the examples were indicative and to act as a guide only within the tender. 

Q - If successful for Lot 1 however not Lot 2, will there be the opportunity to work with the Lot 2 team to ensure a full understanding of the narrative and its appropriate execution visually through the assets?

Absolutely, this would be encouraged and facilitated by the Future Humber team.  

Q - If the project starts on 4th December, what date will the decision be made and shared with the successful candidate? 

A final tender scoring review meeting is scheduled for Thursday 30 November 2023, we hope to identify the successful agency or agencies and will contact them Monday 4 December 2023. 

We envisage that we may want to interview the top 3 tenders if scoring is close. If this is the case, the awarding of the tender and hence the start date may be delayed a week or two. 

Q - LOT 2 - Questions with regards to Lot 2 (to help with accurate costing)  

  • What should the creative plan entail? Is it a list of recommended assets – or strategy/timings/plan of how/when the assets should be shared? In terms of other comms assets, do you require suggested post content to go with assets for social media for example?   

Less strategy focused, more creative assets to be submitted. If you feel social media assets would complement the creative asset pack, please do submit.

  • Creative plan for sustained engagement – following launch, what time period should this cover? i.e. 6 months after launch, or a longer time period?   

We envisage the project to have longevity, depending on any additional creative assets developed after the launch. The narrative (and accompanying launch assets) will be launched and shared at a Bondholder breakfast event scheduled for Monday 3 June 2024. However, we would hope to be promoting and developing the narrative at least 12 months after the initial launch.   

  • With the storybook – do you require costs for content, design and production?

For any assets proposed, a breakdown of costs would be helpful. 

Q - For Lot 2, does the ballpark budget of £10-30K include the production of all assets? 

Yes (for the launch event in June 2024)
